Physicians and Lawyers at Odds Over Malpractice

DALLAS -- Texas doctors hope last month's narrow passage of Proposition 12, a law that gives the state legislature authority to cap noneconomic damages, will make it easier and more economical for them to practice medicine. The Association of Trial Lawyers in America, however, says laws capping medical malpractice claims may only benefit insurance companies without driving insurance costs down.
